France’s TotalEnergies and Singapore-based RGE have reached a major milestone in their renewable energy collaboration, after Singapore’s Energy Market Authority awarded their joint venture, Singa Renewables, a conditional license to import 1 gigawatt of renewable electricity from Indonesia.

The project, based in Riau Province, Indonesia, will combine a large-scale solar farm, a battery energy storage system and a subsea transmission cable to export clean energy to Singapore while also supplying power to Indonesia’s domestic industrial base.

The announcement comes alongside the signing of a memorandum of understanding between Singa Renewables and Singapore Energy Interconnections to develop the necessary subsea infrastructure for the power transfer jointly.

Regional Clean Energy Integration

The conditional license supports Singapore’s ambition to import up to 4 GW of low-carbon electricity by 2035 as part of its broader net-zero 2050 goal. It also marks a major step forward in ASEAN’s regional clean energy integration.

“This landmark project will contribute to Singapore’s goal of reaching net zero emissions by 2050, while supporting Riau Province’s economic development in Indonesia,” said Helle Kristoffersen, president of the Asian market and executive committee member at TotalEnergies, in a statement.

The joint venture follows a co-investment agreement signed during a high-level ceremony in Jakarta on May 28, attended by French President Emmanuel Macron and Indonesian President Prabowo Subianto.

Economic Growth Engine

Once completed, the project will provide clean power to Singapore’s energy-intensive industries and contribute to decarbonizing industrial activity in Riau Province.

It is expected to create skilled jobs across the renewable energy supply chain in Indonesia, strengthening the country’s energy infrastructure and workforce capacity.

“We are doing our part to accelerate the region’s clean energy transition,” said Imelda Tanoto, managing director at RGE. “This milestone affirms our commitment to advancing decarbonization and regional collaboration.”

Leveraging Global Expertise

TotalEnergies will bring its global experience in executing large-scale energy infrastructure projects, while RGE will draw on its extensive operational presence in Indonesia and Singapore.

Together, the partners aim to position Indonesia as a global hub for renewable energy innovation and export.

The development also highlights growing momentum for cross-border energy projects in Southeast Asia, as nations work to align their energy strategies with climate targets and economic growth goals.
