L&T Wins Major Offshore Deal, to Build India’s Largest Green Hydrogen Plant
L&T boosts global offshore presence and leads India’s green hydrogen push with major Middle East and Panipat projects.
Engineering conglomerate Larsen & Toubro has won an ultra-mega offshore contract in the Middle East, close on the heels of its announcement to build the country’s largest green hydrogen plant, affirming its growing role in global hydrocarbon infrastructure and clean energy transition.
L&T’s Hydrocarbon Offshore division, part of L&T Energy Hydrocarbon Offshore, secured a significant offshore engineering, procurement, construction and installation, or EPCI, contract from an undisclosed client in the Middle East, the company said in a statement on Tuesday.
The “ultra-mega” order involves multiple offshore packages, including the construction and installation of new offshore structures as well as upgrades to existing facilities.
The division has delivered complex offshore oil and gas projects for over three decades, covering both shallow and deep-water developments.
Its portfolio includes fixed platforms, subsea pipelines, brownfield upgrades, and decommissioning works, executed with in-house engineering capabilities and a dedicated fleet of marine vessels.
“This ultra-mega order is a testament to the speed and precision with which we deliver complex offshore projects globally,” L&T said, adding that it continues to follow world-class safety standards.
India’s Largest Green Hydrogen Plant
Separately, L&T Energy GreenTech Ltd., a wholly-owned subsidiary of the company, will establish India’s largest green hydrogen facility at Indian Oil Corp’s Panipat refinery in the northern state of Haryana.
The plant, to be operated on a build-own-operate (BOO) basis, will supply 10,000 tonnes of green hydrogen annually to IOCL for 25 years. The facility will run entirely on renewable energy and use high-pressure alkaline electrolysers manufactured at L&T’s facility in Hazira, Gujarat.
“This long-term project not only deepens our partnership with IOCL but also reinforces our capability to deliver large-scale clean energy solutions,” said Subramanian Sarma, L&T’s deputy managing director and president, in a statement on July 21.
The hydrogen initiative aligns with India’s National Green Hydrogen Mission and aims to decarbonize hard-to-abate industrial sectors such as refining and fertilizers. It also supports India’s self-reliance goal, with key components sourced domestically.

The company has emerged as a leading player in India’s clean energy drive, while continuing to deliver complex oil and gas projects overseas.
