Dr L. Murugan, the union minister of state for information & broadcasting and parliamentary affairs, on Monday inaugurated the National e-Vidhan Application, or NeVA, for the Puducherry Legislative Assembly, marking a significant step in the Union Territory’s digital transformation and transparent governance efforts.

With this launch, Puducherry becomes the 19th legislature in India to adopt the NeVA platform, a centrally funded initiative under the Digital India program that enables paperless and real-time access to legislative proceedings.

Toward Transparent and Efficient Governance

Speaking at the ceremony, Dr Murugan described NeVA as a “transformative initiative” that aligns with Prime Minister Narendra Modi’s broader vision of Digital India.

“NeVA reflects the principle of ‘One Nation, One Application’, alongside major reforms like ‘One Nation, One Ration Card’ and the proposed ‘One Nation, One Election’. It ensures transparency and empowers citizens to witness how laws are made,” Murugan said.

He also highlighted India’s digital advancements over the past decade, including becoming the world’s second-largest digital transaction economy and improvements in defense self-reliance, which he credited to the Atmanirbhar Bharat programme.

Leadership Presence and Vision for Viksit Bharat

The event was attended by Puducherry Lieutenant Governor K. Kailashnathan, Chief Minister N. Rangasamy and Assembly Speaker R. Selvam.

Lieutenant Governor Kailashnathan welcomed the adoption of the NeVA platform, calling it a “milestone in public transparency and sustainable governance.”

He noted that digitizing legislative procedures is expected to save between 3 tonnes and 5 tonnes of paper annually and promote environmentally conscious governance.

Focus on Capacity Building

Officials announced plans for awareness campaigns and training sessions to familiarize legislators and staff with NeVA’s features. Capacity-building is expected to play a crucial role in the seamless transition to the digital system.

NeVA is a mission-mode project under the Ministry of Parliamentary Affairs and part of the Digital India initiative.

The platform aims to bring all state legislatures onto a single, secure, and paperless digital interface, enhancing accountability and citizen participation.

The launch comes amid increasing efforts by the central government to modernize legislative processes and deliver good governance through technology, with a stated goal of transforming India into a developed nation — or Viksit Bharat — by 2047.
